In a move seen as a challenge to Palestinian
Authority Prime Minister Mahmoud Abbas (Abu
Mazen), PA Chairman Yasser Arafat issued a
"presidential decree" on Wednesday stripping the
Interior Ministry of its authority over the
regional governors and transferring the competence
to his own office, THE JERUSALEM POST reported. PA
sources said the latest decision was aimed at
undermining Abbas and Security Affairs Minister
Muhammad Dahlan, who is serving as the de facto
interior minister in the new PA cabinet. The
governors belong to the Ministry of the Interior,
which was headed by Arafat himself before the
establishment of Abbas´s cabinet. The sources said
Arafat decided to take responsibility over the
governors in a bid to prevent Abbas and Dahlan
from replacing them. Most of the 14 governors are
Arafat loyalists who returned with him from Tunis
in 1994.

"Arafat wants to make sure that his men will not
be thrown out by Abbas and Dahlan," one source
said. "By retaining control over the governors,
Arafat is actually sending a message to Dahlan and
Abbas to the effect that he is still the boss."

Abbas and Dahlan are currently in the Gaza Strip,
where they are trying to reorganize the PA
security forces in an effort to enforce law and
order.
